Use there is and there are to say that something exists, or to describe where it is.

Present There is a bank.
There are some shops.

Past There was a storm.
There were some people.
There wasn't a storm.
There weren't any people.
Was there a storm?
Were there any people?
Perfect There has been an accident.
There have been some problems
There hasn't been an accident.
There haven't been any problems.

Have there been any problems?
Future There will be an exam. There won't be an exam. Will there be an exam?

    NOT: A table is in the living room.
