Note that the word staff is an uncountable noun. You can say three members of staff, but you can't say three staffs.
You can also use staff in front of other nouns, such as the staffroom, a staff outing, etc.
Note also that the word staff is a regular verb. You can say We staffed the trade fair without any major problems.
